How to get the Pegasian boots
You can't get Pegasian boots as a direct drop — they're a creation item. To make them you combine a Pegasian crystal with a pair of ranger boots.
The Pegasian crystal is dropped by Cerberus, the Hellhound boss. The combining itself needs level 60 Magic and level 60 Runecraft — neither requirement can be boosted — and grants 200 experience in both skills. The process is irreversible, so once the crystal and boots are merged you can't split them back apart.
If you'd rather skip the grind entirely, the finished boots are tradeable on the Grand Exchange for roughly 31M, and you can plan the rest of a ranged loadout with the boss gear finder.
