The amulet of torture is not a drop — you craft it from a zenyte amulet by casting the Lvl-7 Enchant spell on it. That spell needs level 93 Magic and grants 110 Magic experience.

You can attach a torture ornament kit to create an amulet of torture (or). The ornament kit is obtained from master clue scroll rewards.
This is purely cosmetic — the ornamented version has exactly the same combat stats as the plain amulet. The change can be reversed: dismantling the (or) version returns both the amulet and the ornament kit. Because it's cosmetic only, the plain amulet is the cheaper and more common option for combat.
