The obsidian cape is bought with Tokkul at TzHaar-Hur-Tel's Equipment Store in Mor Ul Rek (the TzHaar city beneath Karamja). The shop sells obsidian weapons and armour, so you earn Tokkul by fighting in the Fight Caves or Fight Pits and spend it there. It has no requirements to buy or wear.
Because it's tradeable, you can skip the Tokkul grind entirely and buy one off the Grand Exchange instead — it trades for roughly around 500K. A colour-reversed version (red with black trim) is also available as a master clue scroll reward from Treasure Trails; it's statistically identical to the normal cape.
Is the obsidian cape worth it?
For a player without a fire cape or a skillcape, the obsidian cape is one of the best defensive capes you can wear with no requirements — +9 defence across every combat style covers all damage types at once. It also counts as warm clothing at the Wintertodt, which is a handy bonus.
The catch is the price: at around 500K it isn't cheap, because supply is gated behind the Tokkul shop. If you just want a free warm-clothing cape for Wintertodt, the easily obtained clue hunter cloak does that job for nothing. And for combat, the goal cape is still the fire cape (or infernal cape), both of which add an attack and strength bonus the obsidian cape lacks.
