The Seercull is a guaranteed unique from Dagannoth Supreme, the Ranged-based Dagannoth King in the Waterbirth Island Dungeon. Supreme is the only Dagannoth King that drops it.

Soulshot special attack
The Seercull's special attack, Soulshot, consumes 100% of your special attack energy. It is guaranteed to hit and lowers the target's Magic level by an amount equal to the damage dealt.
Soulshot damage is boosted only by your ammunition and your visible Ranged level. Ranged prayers like Eagle Eye and Rigour, and all Ranged-strength gear — including Void, the salve amulet, and the Slayer helmet — have no effect on the hit.
The drain only lands if the target's Magic is not already lowered: spamming Soulshot won't stack, so the stat must fully recover before it can be drained again. In PvP this is its main use — shutting down a mage's ability to cast — though opponents can counter it with super restore potions.
