How to get the accursed sceptre
The accursed sceptre is not a drop — it is created by upgrading Thammaron's sceptre with the Skull of Vet'ion, both of which come from the reworked Wilderness bosses. Combine the uncharged Thammaron's sceptre with the skull to produce an uncharged accursed sceptre.
- Make it yourself: requires level 85 Crafting (boostable) to combine the two items. The process is reversible, so you can split it back apart later.
- Pay Phabelle Bile: players without 85 Crafting can ask Phabelle Bile in Ferox Enclave to combine the items for a fee of 500,000 coins.
- Grand Exchange: the uncharged sceptre is tradeable, so you can simply buy it ready-made — see the live price above, around 4.4M.

Charges and the Wilderness passive
The accursed sceptre is a charged item powered by revenant ether. It must first be activated with 1,000 revenant ether, and you can then load additional ether (up to 16,000 more, for a maximum of 17,000 stored) to fuel its passive. Each attack against any NPC in the Wilderness consumes 1 ether whether you hit or not, and you can configure charges straight from the bank.
This is why two versions exist. The charged sceptre you wield is untradeable; only the uncharged form can be traded. The live price and chart on this page track that uncharged tradeable item — around 4.4M — so the price you see is the sceptre before any ether is loaded into it. You can right-click Uncharge any time to pull the ether back out, which makes the sceptre tradeable again — buy the uncharged form on the GE price tracker and charge it yourself.
The passive applies a +50% magic accuracy and damage boost when attacking any NPC in the Wilderness. It stacks with a Slayer helmet (i) or a Salve amulet (i) (one or the other, not both), and this is what makes it the best magic weapon in the Wilderness, out-damaging a trident of the seas or swamp there while also being able to hit hostile players.
One caution: on death within the Wilderness, any stored ether is always dropped — even on a protected item — so only carry the minimum ether you need for a trip plus the 1,000 required to keep it active.
Special attack: Condemn
The accursed sceptre has a special attack called Condemn, which consumes 50% of your special attack energy and 1 revenant ether (whether it hits or not). The spec hits with a 50% increase to max hit and accuracy.
On a successful hit, Condemn also drains the target's Defence and Magic by 15%, regardless of how much damage the hit dealt. The drain does not stack — it only reduces those stats down to a maximum of 15% below their level, so repeated specs won't keep lowering them. For example, a target with 80 Defence and Magic cannot be drained below 68. Having a powered staff with a usable special attack is unusual and makes the sceptre a strong opener in Wilderness fights.

Update history
The accursed sceptre's special attack now correctly works on the enemies in the Chambers of Xeric (Sailing Changes and Gem Bag Expansion).
The accursed sceptre gained a bank item option for changing charges (Game Jam: Charges QoL).
