The 3rd age pickaxe shares its special attack, Rock Knocker, with the dragon pickaxe. It costs 100% special attack energy and temporarily boosts your Mining level by 3 (60 Attack is enough to trigger the special itself, though you still need 65 Attack to wield the pickaxe). The boost degrades by one level every 60 seconds, wearing off completely after 3 minutes.
This lets you start Mining with the pickaxe at an effective 58 Mining, or meet a temporary level requirement above your base. Any boost that would push you past level 99 is capped there, so the spec gives diminishing returns at 97-98 and no benefit at level 99.
