If you can't reach 93 Magic, the finished bracelet trades freely on the Grand Exchange for about 20-21M, with a buy limit of 8 every 4 hours. You can also bolt a tormented ornament kit (from master Treasure Trails) onto it for a tormented bracelet (or); that change is purely cosmetic and does not touch the stats.
Is the tormented bracelet worth it?
For almost everyone, yes. The +5% magic damage is a flat multiplier on your spell damage, so it pays off on everything from Tumeken's shadow to a basic ice barrage.
