The berserker necklace is not a drop — it is created by enchantment. You take an onyx necklace and cast the Lvl-6 Enchant spell on it, which requires 87 Magic (boostable) and grants 97 Magic experience. Each cast costs 1 cosmic rune, 20 fire runes and 20 earth runes (or the appropriate staff to cut the elemental cost).

How the +20% obsidian boost works

For literally any other weapon it is a downgrade: you lose accuracy and defence and gain nothing, so a damage amulet like the amulet of fury or torture (or the salve amulet against undead) will outperform it.
