Barrows gloves give +12 to every attack and defence bonus (with +6 magic attack and defence) plus +12 melee strength — the second-best melee gloves behind ferocious gloves, second-best for Ranged behind zaryte vambraces, and among the best all-round hands slot in the game.
No Defence requirement, but completing Recipe for Disaster puts the effective minimum around 35 Defence.
